Meeting must be Run before minutes can be generated. Click Generate Minutes and choose how you want them ordered.
V5 Autosave matches V4c with the same generate drawer for enhancement options; minutes are edited inline without a separate Edit Minutes action. Diff preview and CiviBot refinement sit beside the editor in the Minutes tab.
